The Committee on Finance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 4217 -- “A Bill to amend and reenact §29-22-18d of the Code of West Virginia, 1931, as amended, relating to the West Virginia Infrastructure Fund; reducing the distributions to the West Virginia Infrastructure Fund to $30 million for fiscal year 2017 and increasing the percentage of funds available for grants therefrom.”
